Statistics of disciplinary measures imposed on Health Canada employees from January 2010 to September 2025, by branch, by directorate, by nature of the alleged misconduct, by the extent of the disciplinary measure (verbal reprimand, written reprimand, suspension with pay, suspension without pay, the duration of suspension, without pay if imposed, etc) -provided as a spreadsheet or as a table, with rows sorted by branch, directorate, year, nature of misconduct, and disciplinary measure. Additionally, please provide the Code of Conduct and Disciplinary Framework documents that have been used within this time frame in issuing disciplinary measures. Final versions only.
Your request and application fee were received by our office on October 27, 2025, however, we are unable to proceed with your request as stated as it is currently too broad to be retrieved in its present form. In order to process it effectively, we invite you to consider refining the scope. Specifically, you may wish to:
1. Limit the timeframe (e.g., to the past five years: 2020-2025);Â Producing detailed statistics for 15 years would likely require extensive manual review of individual case files, making the request unreasonably burdensome ("too broad" under section 6 of the ATI Act).
2. - Request data by branch only, rather than by both branch and directorate. Reason being is employee relations and labour relations data are typically not compiled or reported at that level of granularity (by directorate, by nature of misconduct, etc.) across multiple years. In addition he HR/Labour Relations systems have changed over the years (e.g., migration to PeopleSoft, MyGCHR, etc.), so older data may not be available or structured in a comparable format.
3. - Focus on aggregate statistics available in HR systems (e.g., number of finalized disciplinary actions per year); and
4. - We want to confirm that you are seeking finalized disciplinary measures only, and not preliminary allegations.
We are suggesting these refinements because detailed historical data or record-by-record breakdowns would require significant manual effort and may not exist in a reportable format.
Information that can be provided more readily includes:
A ) Copies of the Health Canada Code of Conduct and Disciplinary Frameworks in effect between 2010 and 2025;
B ) Aggregate disciplinary statistics from HR systems for recent years (if maintained)
